Three regions, three ecosystems

Belgium's regions and language Communities each run their own game funds and agencies, and certify games for the federal Tax Shelter. Where a studio sits decides which of them it can apply to.

Flanders

242companies in the directory

The largest of the three scenes, home to Larian Studios in Ghent and to Howest Digital Arts & Entertainment in Kortrijk. Most studios are small: of the 128 game companies FLEGA counted in Flanders for 2025, 112 are micro-companies.

Funding
  • VAF Gamefonds — Prototype, creation and promotion support, up to €500,000 per game. Applicants need a seat or permanent agency in Flanders or Brussels.
  • Media Invest Vlaanderen — VRT and PMV vehicle that has made convertible loans to Flemish studios such as Cyborn and Cybernetic Walrus.
Tax Shelter certification
Departement Cultuur, Jeugd en Media (CJM) of the Flemish Government. Applications go through MyMinfin. How the Tax Shelter works
Association
  • FLEGA — Flemish Games Association
Hubs and schools
  • Flanders Game Hub — HANGAR K, FLEGA and Howest DAE Studios, running the SPARK and IGNITE start-up programmes.
  • Howest Digital Arts & Entertainment (DAE) — Kortrijk. Ranked #1 in The Rookies’ game school rankings several times, #8 in 2025.
  • LUCA School of Arts — Offers a game programme.
Investment agency
  • Flanders Investment & Trade — Ask it what it offers game companies.

Brussels

39companies in the directory

The capital region, where both language Communities operate: Dutch-speaking studios can apply to the VAF Gamefonds, French-speaking ones are certified by the Fédération Wallonie-Bruxelles, and the region adds its own screen.brussels fund.

Funding
  • screen.brussels — Up to €500,000 per game, against at least €75,000 of eligible spend in the Brussels-Capital Region.
  • VAF Gamefonds — Open to studios with a seat or permanent agency in the Brussels-Capital Region.
  • Innoviris — Regional R&D project grants for companies active in Brussels (not game-specific).

Wallonia

114companies in the directory

Studios around Liège, Mons and Namur, backed by Wallimage, which funded about 33 games with about €3.6M across six calls in 2022–24 (RTBF) and also takes equity in game companies.

Funding
  • Wallimage Gaming — Pre-production up to €75,000 and production up to €400,000. Open to EU/EEA studios; before the first payment, a company without its seat in Belgium needs a Walloon subsidiary, branch or permanent agency with at least one full-time employee, or a Walloon co-signatory.
  • Wallimage Entreprises — Equity investor with eight active game companies in its portfolio, including Aberratic (Liège) and Balio Studio (Mons).
Tax Shelter certification
Centre du Cinéma et de l’Audiovisuel (Fédération Wallonie-Bruxelles), about four weeks per file. For the German-speaking Community, confirm the certifying body with the FPS Finance Tax Shelter cell. How the Tax Shelter works
Association
  • WALGA — Walloon games association, founded 2015 in Mons; EGDF member since 2024.

The sector in figures

FLEGA’s 2025 industry report counts 128 game companies in Flanders with 728 full-time employees and €76.5M in turnover, up from €70M in 2024. The Flemish Government aims to at least double turnover to €150M by 2030. FLEGA counts game companies by its own definition, so its figures differ from the directory counts above, which include service providers, education and institutions.
